City Information Officer Jade Adeser outlined three reasons why police personnel did not receive their city allowance from October 2025 to March 2026.

First, Adeser cited a shortfall in the city’s revenue collection. Although the annual budget reached ₱8 billion, the local government unit (LGU) was only able to collect ₱6 billion.

This gap caused delays in covering certain operating expenses, including the police allowance, which amounts to more than ₱2.5 million per month.

Second, the retirement of the former city treasurer and the transition to a new treasurer slowed down the processing of documents and the replacement of authorized signatories.

Lastly, Adeser noted that delays in releasing allowances had already occurred in previous months, but personnel eventually received their payments.

He assured that the same would apply in this case once the financial and administrative issues are resolved.
