This pertains to the interview of Mayor Alexis S. Quina of Balingasag, Misamis Oriental with BOMBO RADYO.
This is to inform you and to the public through this Official Statement that a joint site inspection and investigation was conducted last September 22, 2025, by the Project In-Charge, personnel from DPWH-Misamis Oriental 1 st District Engineering Office (MOFDEO) led
by District Engineer Marivel Frances L. Ong, ASEAN Eng., and Engr. Sofronio B. Deligero from the National Irrigation Administration (NIA).
The investigation followed the collapse of a portion of an existing flood control structure located in Barangay Kibanban, Balingasag, Misamis Oriental, which occurred on the evening of August 26, 2025, shortly after the day’s construction activities had concluded.
The collapse was attributed to a sudden surge in water levels caused by heavy rainfall.
Local residents and barangay officials reported an unusually high volume of water flowing through the channel that night.
Fortunately, no injuries or equipment damage were recorded.
In response, the affected area was promptly secured, and construction activities in the immediate vicinity were temporarily suspended.
Based on the findings from the joint inspection, Engineer Deligero confirmed that the collapsed portion of the structure falls under the jurisdiction of the National Irrigation Administration (NIA).
The damage segment of the NIA structure, approximately 60 meters in length is part of the original scope of Ongoing Project 25KK0064 – Construction of the Balatukan River Flood Control project at Barangay Kibanban, Balingasag, Misamis Oriental.
It lies within a 114-meter section that overlaps with the existing structure and is already integrated into current construction
activities.
Therefore, there is no cause for concern, as both repair and reconstruction are already covered under the existing project scope.
This construction project was initiated upon the request of the Barangay Officials of Kibanban as the end users. The new structure is designed to be 1.5 meters higher than the previous one, in accordance with approved plans and specifications.
All repair and reconstruction efforts will proceed as scheduled and without delay.
We remain in close coordination with the National Irrigation Administration in determining the appropriate course of action in publicly addressing this matter, and we reiterate our commitment to transparency, safety, and service to the community.
