Former City Mayor and Xavier University Law Professor Atty. Oscar Moreno expressed sympathy for Barangay Pagatpat Captain Achilles Jude Babaran after he suddenly received a dismissal order from the Ombudsman.
Moreno voiced concern, saying this appeared to be a way of undermining the people’s mandate through legal maneuverings.
He stressed that although the administrative case dated back to 2017, it should not be an issue now since Babaran was elected in 2023. Moreno praised Babaran’s decision not to call for a “people power” movement to avoid possible unrest that could harm residents.
Instead, he urged filing formal legal action as the proper way to resolve the matter, rather than resorting to measures that could misrepresent the people’s voice.
