Political analyst Atty. James Judith explained that the pre-trial is a preliminary stage before the formal trial, where cases, witnesses, and schedules are discussed.

He added that even without compromise or agreement in the impeachment case, the process continues since Vice President Sara Duterte has already been impeached and is awaiting conviction from the Senate.

Regarding voting, Judith noted ongoing debates about the exact number of senators required — whether based on 24 or 22 members. Thus, clarification is needed to determine the precise two-thirds vote required for conviction.

For now, laws and procedures are still being studied to provide clarity on the impeachment proceedings.
