Gabriela Youth criticized senators pushing to imprison minors with “discernment,” saying they fail to see the bigger picture of Children in Conflict with the Law (CICL).

Allysa Ancheta pointed out that the issue of criminal liability among children reflects lawmakers’ failure to deliver proper programs to the people.

She added that corruption in government funds is a major obstacle, as billions meant for rehabilitation centers are pocketed by officials.

Thus, while laws like the Juvenile Justice and Welfare Act have good intentions, they cannot be properly implemented under a rotten system that neglects those who should benefit.
