“Impeachment is a special protection,” said Atty. Oscar Moreno, former mayor of Cagayan de Oro and law professor at Xavier University.
In an interview with Bombo Radyo, Moreno explained that while cabinet secretaries can be removed by the president at any time, the position of Vice President is covered by the impeachment process.
He noted that this mechanism ensures accountability, as impeachment remains the only way to hold the Vice President responsible if allegations are proven true.
