The House prosecution panel reinforced its case against the Vice President after Panel Spokesperson Rep. Zia Alonto Adiong stated that there is a clear prima facie presumption of confidential fund misuse.
According to Adiong, confidential funds are not discretionary but represent a conditional funding source that must strictly adhere to the COA Joint Circular.
He noted that the presumption of misuse remains because the Vice President’s office has failed to produce basic supporting documents, such as travel tickets, for a ₱10-million quarterly travel allocation.
Due to the failure to submit official receipts and invoices, the Commission on Audit (COA) denied their appeal and ordered the Vice President to restitute the public funds.
