Former IBP CDO-MisOr President Atty. Eddie Cuaresma stressed that despite the sensitive nature of confidential funds, their utilization must still be accounted for and follow strict auditing rules.
The legal expert criticized the sole reliance on generic acknowledgment receipts, noting it raises serious suspicions that public funds may have been misappropriated or stolen.
Cuaresma questioned the allocation of such budgets to the Office of the Vice President and the Department of Education, pointing out that neither agency handles law enforcement or national security.
He emphasized that under an official inquiry, these offices are legally bound to produce complete supporting documents, including safehouse rental attachments and medical receipts.
