The retired AFP-JAGS officer called on the public to join peaceful rallies to send a clear message that citizens are dissatisfied with current governance.
Garcia urged the administration to uphold integrity to ensure a peaceful transition toward the 2028 national elections.
He added that Muslim leaders from the MILF and MNLF have expressed support for their call for accountability and justice.
