The Cagayan de Oro Water District (COWD) readied a four-stage emergency response framework to manage potential water supply deficits caused by persistent dry weather.


COWD Spokesperson Engineer Kim Ferido confirmed that while municipal production wells currently operate at normal capacity, a real-time monitoring system is tracking water flow levels citywide.

Ferido detailed that Stage 1 will initiate public water conservation campaigns upon formal drought declarations by PAGASA.

Stage 2 involves reducing pumping rates if water levels fall across four well fields, while Stage 3 will trigger scheduled water rationing should supply capacity drop by 30 percent.
