NAPC Council Member and Child Rights Advocate Khyle Sabellano asserted that lowering the age of criminal responsibility does not solve youth crime, arguing it exacerbates systemic issues without rehabilitating minors.
The official emphasized that instead of punitive measures, policy focus should center on improving parental guidance and strengthening DSWD support systems to address the root causes of juvenile delinquency.
Additionally, Sabellano cautioned that mandatory transparent bag policies could lead to social discrimination based on economic status if implemented without careful evaluation.
The advocate urged multi-sectoral collaboration to craft policies that genuinely protect child welfare.
