Atty. Arturo Ubaub of ART and Partners emphasized that the final decision in Vice President Sara Duterte’s impeachment trial rests solely with individual senators acting as judges.
Ubaub clarified that Senate President Chiz Escudero, as presiding officer, cannot vote except to break a tie, noting that a final conviction strictly requires a two-thirds majority vote from present senators.
