Prosecution Panel Spokesperson Robert Ace Barbers expressed full support for the Impeachment Court’s decision to base the voting baseline on attending senators, framing the measure as essential to procedural fairness.
Barbers stated that permitting habitually absent senators who have not reviewed trial evidence to participate in the final verdict would undermine the integrity of the process.
He emphasized that calculating the two-thirds threshold against the 20 participating members—requiring 14 votes for conviction or seven for acquittal—ensures a final, impartial outcome.
