Former Diplomat and Law Professor Atty. Jojo Lacanilao noted ongoing legal debate regarding the Senate’s decision to exclude absent members to establish a 14-vote threshold in the Vice President’s impeachment trial.
Lacanilao emphasized that despite differing opinions among former Supreme Court justices, the Senate holds exclusive constitutional authority to formulate its internal rules.
He added that the 14-vote rule remains binding unless the Supreme Court issues an injunction, though he expressed doubt the high tribunal would issue a temporary restraining order against an independent branch of government.
