Lay theologian Wilson Amad criticized law enforcement deployment strategies in Cagayan de Oro, arguing that police personnel are excessively concentrated at commercial shopping malls that already employ private security guards.

Amad stated that static presence at malls and superficial checkpoints do little to deter crime across broader residential and commercial sectors.

He noted that CCTV networks are insufficient when perpetrators conceal their identities, advocating for visible street patrols and suggesting that criminology graduates be deployed to manage traffic and conduct routine neighborhood security patrols.
