The 21st City Council of Cagayan de Oro approved Mayor Klarex Uy’s urgent request for authority to negotiate an ₱8.5-billion bank loan to acquire land and construct a new Government Complex in Uptown Cagayan de Oro.
The measure passed with 15 affirmative votes from the Majority, while three Minority members opposed and Council Member Junjun Rodriguez abstained.
Majority Floor Leader Edgar Cabanlas and Council Member Alam Lim defended the resolution as a strategic consolidation of public services, while Council Member Yvy Emano raised concerns regarding long-term debt servicing capabilities.
