Cagayan de Oro City Council Member Yvy Emano questioned the practical and financial feasibility of borrowing ₱8.5 billion for the proposed Uptown Government Complex, citing Commission on Audit (COA) reports.

Emano raised concerns over the significant budget increase from the initial ₱2.7-billion proposal while existing municipal contracts remain unpaid.

She pointed to long-delayed public infrastructure projects, such as local public markets and the Macanhan Super Health Center, arguing that taking on substantial loan obligations creates an unsustainable debt burden for future city administrations.
