Mayor Rolando “Klarex” Uy’s spokesperson Janboy Actub clarified why the city continues to pursue the ₱8.5B loan despite COA findings.


According to the official, the COA report is merely a summary of financial transactions across different administrations and not proof of missing funds.


He explained that delayed projects such as the City Library and Mega Health Center were due to contractor failures and not negligence by the current administration.


The official added that building a new government complex is a long-term program to provide better services and more space for taxpayers while land prices remain affordable.
