Technical Working Group (TWG) representative Dr. Jestoni Babia reported that a recent feasibility study confirms an urgent need to construct a new Government Complex in Cagayan de Oro to address space constraints and overcrowding at the current City Hall.

Babia highlighted that 80 percent of study respondents reported dissatisfaction with existing facilities and called for accelerated public service delivery.

He clarified that to address public concerns regarding the project’s ₱8.5-billion budget, implementation will occur in structured phases to ensure fiscal responsibility and operational efficiency.
