Former Oro Chamber Economic Development Committee Member Ray Talimio Jr. described minority council opposition to the ₱8.5-billion loan resolution as a standard component of democratic checks and balances.
Talimio emphasized that while fiscal oversight is necessary, constructive opposition should not stall beneficial municipal development.
He clarified that government borrowing undergoes rigorous evaluation, including feasibility studies and compliance criteria enforced by the Bureau of Local Government Finance (BLGF) and state banking institutions like Landbank.
