Ateneo de Davao University Professor Christopher Maboloc described the reduction of the impeachment conviction threshold from 16 to 14 votes as an arbitrary manipulation of constitutional rules.
Maboloc contended that the voting modification was introduced due to insufficient evidence to secure a conviction under the original baseline.
He asserted that the constitutional complement of the Senate remains 24 members, warning that altering voting mechanics weakens legal precedents and damages the institutional credibility of the Impeachment Court.
