Former City Mayor Atty. Oscar Moreno questioned the implementation of the dismissal order against Barangay Pagatpat Captain Achilles Jude Babaran due to the long delay.
He explained that the administrative case dated back to 2017, where the penalty of perpetual disqualification applied only to re-employment in government, not to positions won through election.
Moreno pointed out that when Babaran ran and won in the 2023 elections, it was not an appointed position but a mandate from the residents of Pagatpat.
He expressed surprise at the timing of enforcing this old decision, especially since no new cases had been filed against Babaran.
While he acknowledged the rules of succession, Moreno questioned the rationale for removing Babaran based on a decision made five to six years ago.
