COMELEC Cagayan de Oro clarified that local candidates who failed to transfer their voter registration prior to the May 18 deadline cannot run for office in a different barangay.
City Election Officer Atty. Ramil Acol explained that candidates are legally restricted to seeking office in the barangay where they are officially registered as voters, adding that utility bills or residential ownership elsewhere cannot substitute for valid registration records.
