Marlon G. Libot, president of Konsumanteng Kagay-anon Inc., urged power distribution utility CEPALCO to upgrade its infrastructure to address system loss issues across Cagayan de Oro.
While acknowledging President Ferdinand Marcos Jr.’s directive capping allowable system loss—which could lower average monthly household bills by roughly ₱250 on a ₱5,000 charge—Libot clarified that capping fees is not a complete fix.
His group maintains that regulators must require utilities to modernize aging power grid infrastructure to maintain service quality. To lower overall consumer costs, Libot also called for stricter enforcement against illegal connections and meter tampering.
