Moro Human Rights Defender Rhadem Musawah explained the difference between the Sharmaine Bill and the Kagandahan Bill in an interview.
He emphasized that while the two proposed laws are connected, they have different focuses. The Kagandahan Bill addresses the needs of intersex adults and children with medical issues,
while the Sharmaine Bill (also known as the Gender Legal Recognition Bill) focuses on changing gender markers and names to align with a person’s chosen identity.
Musawah added that these measures give marginalized sectors the opportunity to choose names that make them feel dignified without incurring high legal costs in court.
