The Health Alliance for Democracy demanded the resignation of Department of Health (DOH) Secretary Ted Herbosa due to a series of controversies under his leadership.
Secretary-General Albert Pascual cited Herbosa’s donation of ₱620 million to the World Health Organization in 2024 while public hospitals suffered from medicine shortages and long patient queues.
He also questioned the donation of ₱44.6 million worth of nearly expired psychiatric medicines to the Rotary Club of Quezon City, which lacked a license to dispense them.
Pascual revealed that under Herbosa’s administration, ₱1.5 billion worth of medicines and vaccines expired, while the transfer of ₱60 billion to PhilHealth was declared unconstitutional by the Supreme Court.
Other issues included authorizing a business-class trip for a DOH undersecretary and billions in unliquidated cash advances, which Pascual said reflected poor governance.
