Atty. Franklin M. Quijano of PDP Laban Iligan City stressed that the selection of the Senate leadership must be anchored on the Constitution rather than solely on the chamber’s internal organizational rules.

He explained that the law requires a majority of all senators to elect the Senate President.

Thus, declaring a quorum within a smaller group cannot serve as a legal justification if the required number is not reached.

Quijano also emphasized that constitutional compliance should not be compromised by preventing other senators from voting simply to favor one side.

He urged that the issue be carefully studied to ensure that all actions within the Senate remain legitimate and constitutional.
