Former Cagayan de Oro City Mayor Atty. Oscar Moreno clarified that his administration never planned to construct a new Government Complex, stating that municipal funds should be directed toward essential public services rather than administrative facilities.

Moreno emphasized that prioritizing healthcare infrastructure—such as the JR Borja General Hospital and barangay health centers—remains more critical than building new executive offices.

He maintained that public resources should not be diverted from basic social services for large-scale administrative construction.
