Former DepEd Director Joey Pelaez strongly rejected proposals suggesting that students and teachers wear sleeveless shirts to cope with El Niño heat conditions in classrooms, calling the idea an inadequate institutional response.
Pelaez emphasized that educational facilities require functional climate adaptation measures, such as proper ventilation and structural cooling solutions, rather than informal dress code adjustments.
He called on authorities to implement practical infrastructure support for public schools during extreme heat events.
