Albert Pascual, Secretary-General of the Health Alliance for Democracy, expressed concern over Health Secretary Ted Herbosa’s continued donations to international organizations such as the WHO and UNICEF.

Pascual questioned the rationale behind these decisions, especially as the country’s healthcare system faces severe crises.

He noted that many patients have died because hospitals could not accommodate them due to limited capacity.

He also highlighted the plight of healthcare workers forced to work 24 to 36 hours straight due to manpower shortages.

Instead of solving these problems, Pascual argued, the DOH’s current programs only add to the burden.
