Human rights lawyer Atty. Dino De Leon expressed grief and concern after four victims were confirmed dead and five injured in the Tacloban school shooting.

He stressed the need to investigate how the underage suspects obtained the firearms and why they were able to bring them inside the school.

He also pointed out the role of parents in guiding their children and the lack of school security measures that allowed such a crime to happen.

De Leon reminded that students aged 15 and above can be charged as adults if proven to have discernment in committing the crime.

Finally, he called for stronger security mechanisms and stricter regulation of firearms to prevent similar tragedies in the future.
