Herman Tiu Laurel pushed for reviving the joint oil and gas exploration proposal with China, under a 60-40 sharing scheme favoring the Philippines.
He said this would allow the country to secure its own oil supply by 2029, eliminating dependence on imports.
Laurel added that retired ambassadors also support the project, which he believes is the most effective way to maximize resources in disputed areas of the South China Sea.
