Civic group Kalipunan ng Damayang Mahirap (KADAMAY) urged Congress to prioritize public social services over discretionary funds during ongoing national budget deliberations.

KADAMAY Secretary General Mimi Doringo stated that public funds must be allocated toward healthcare, education, and socialized housing rather than vulnerable lump-sum accounts.

Doringo noted that temporary cash assistance programs offer only short-term relief, advocating instead for sustainable developmental programs for workers, fisherfolk, and agricultural labor sectors.
