Amad characterized the waste as a human rights failure, alleging that procurement funds were prioritized for financial gain rather than distribution to rural clinics and public hospitals.
Citing statements from freight forwarders who claimed they were instructed to store and dispose of unissued supplies, Amad questioned why oversight bodies, including the Commission on Audit (COA), have not issued formal audit reports on the discarded inventories.
