Private legal counsel Atty. Adonis Gumahad warned that the Senate’s proposal to lower the impeachment voting threshold to 14 votes could trigger a constitutional crisis.
Gumahad argued that the constitutional two-thirds requirement must be calculated against the full 24-member Senate complement, regardless of whether individual senators are incarcerated or on medical leave.
He expressed hope that the Supreme Court will rule promptly on the petition filed by Atty. Vic Rodriguez before final voting occurs to prevent procedural instability.
