Constitutional law expert Atty. Jojo Lacanilao asserted that external legal practitioners lack legal standing (locus standi) to petition the Supreme Court regarding the 16-vote requirement in Vice President Sara Duterte’s impeachment trial.
Lacanilao emphasized that only primary participants—specifically the senators, the Vice President, and designated House prosecutors—hold formal legal interest in the proceedings.
He noted that threat-driven court petitions from outside attorneys lack foundational merit and will not derail the Senate’s authority to establish its trial rules.
