De La Salle University College of Law Professor Atty. Jojo Lacanilao asserted that the Senate’s decision to remand the impeachment complaint against Vice President Sara Duterte back to the House of Representatives is a procedural delay.

Lacanilao stated that the constitutional framework does not provide for remanding impeachment complaints, arguing the maneuver was introduced to stall proceedings.

He pointed to Senator Alan Peter Cayetano as a primary proponent of the motion to return the complaint to the House.

Lacanilao added that because Senate trial preparations have officially commenced, pending Supreme Court petitions regarding the matter have largely been rendered moot.
