Former Provincial Administrator Atty. Angel Lim questioned the legality of Malacañang and banks recognizing Senator Sherwin Gatchalian as Acting Senate President.
According to Lim, this act could be considered a “conspiracy to usurp official functions” under Article 177 of the Revised Penal Code.
He argued that Gatchalian lacks the proper authority to sign documents such as payrolls and checks, since he did not assume the position through the correct process.
Lim added that even if there is a presumption of regularity, the truth about this issue cannot be covered up by lies that continue to pile up.
In the end, he believes that these wrongful actions will collapse, as the truth will always prevail.
