Acting City Information Officer Jade Adeser explained that 2,500 complimentary tickets were redirected to barangay halls for distribution on a first-come, first-served basis exclusively for Cagayan de Oro residents.
Specific time slots were designated per locality—such as 6:00 PM to 8:00 PM for Barangay Carmen—to ensure orderly access following previous gate rushes that raised safety concerns at City Hall.
