Matty Rebulado of Stonewall Philippines urged all local government units to craft their own anti-discrimination ordinances while the national SOGIE Equality Bill remains stalled.
He said these local laws should protect not only LGBTQ+ members but all Filipinos.
Rebulado highlighted the importance of continuous lobbying in Congress, noting that the bill often gets rejected during plenary sessions.
He called on officials and citizens to unite in organizing and orienting communities to secure full support.
