Mindanao consumer groups warned of potential power rate hikes following plans to concession the operations of the Agus-Pulangi Hydroelectric Complex—the region’s primary source of affordable hydroelectric power—to private operators.
Mindanao Power Consumers Federation Chairperson Dr. Melchie Ambalong expressed opposition to the deal, noting that San Miguel Corporation is currently the sole prospective bidder under the proposed concession agreement.
Dr. Ambalong disclosed that $85,000 in World Bank grant funding was allocated for a feasibility study, arguing the government should secure direct World Bank rehabilitation loans instead of privatizing state energy infrastructure.
