The National Anti-Poverty Commission (NAPC) called for systemic reforms to safeguard children amid rising incidents of violence and conflict nationwide.
NAPC Council Member Khyle Sabellano stated that responsibility for juvenile issues extends beyond youth offenders to encompass government agencies and societal structures that tolerate violence.
The official added that while parental discipline is vital, disciplinary approaches must evolve, as adult modeling heavily influences youth behavior.
Consequently, the agency urged the Department of Social Welfare and Development (DSWD) to extend outreach to remote areas to provide parents with positive child-rearing guidance.
