The 4th Infantry Division of the Philippine Army expects that Northern Mindanao, like the Caraga region, will soon be declared under Stable Internal Peace and Security (SIPS).
Authorities continue to closely monitor the mountains to fully prevent rebel recruitment. LTC. Joe Patrick Martinez explained that although there are no longer armed NPA forces in Caraga, recruiters disguised as civilians remain active in schools and institutions.
Because of this, the military and government are prioritizing filing cases against them related to human trafficking and terrorism financing.
