Atty. Eddie Cuaresma, former president of the IBP Misamis Oriental–Cagayan de Oro Chapter, noted that Senator Alan Cayetano’s bloc of ten senators may struggle to secure a majority compared to the twelve senators aligned with Acting Senate President Win Gatchalian.

In his analysis, Cuaresma clarified that the number 12 remains the benchmark for quorum, especially since some senators are unable to attend sessions due to legal constraints.

While he acknowledged that his view is only an opinion and respects Senator Cayetano’s perspective, he cautioned that overcoming the numbers held by the acting Senate president could prove difficult.

As an additional point, Cuaresma suggested that for the sake of peace in the Senate, it may be better for Cayetano’s camp to consider resignation to avoid further conflict within the institution.
