Strengthening parenting and educating parents is key to reducing juvenile recidivism, according to Mental Health Coach Stella Ferrarez.
She observed that rehabilitation alone is not enough, as many children reoffend after returning home.
Ferrarez suggested that marriage seminars conducted by local governments should also serve as opportunities to teach couples about parental responsibilities and addressing personal trauma.
She stressed that equipping parents with proper knowledge before having children is the foundation for nurturing good behavior among the youth.
