Sangguniang Panlalawigan Committee on Finance Chairman Romel Maslog cautioned that operating under a re-enacted budget restricts Capitol expenditures strictly to personnel salaries, statutory obligations, and essential operational expenses.
Maslog explained that the province cannot enter into new contracts or initiate capital projects without a corrective budget ordinance approved by both the SP and the Executive.
He added that managing the ₱5.8-billion re-enacted framework presents fiscal challenges given that actual revenue collections in 2025 reached approximately ₱3 billion (56.41 percent of target), emphasizing the necessity of adhering to strict fiscal prudence.
