Atty. Katherine Panguban of the Women and Children Committee of the National Union of Peoples’ Lawyers questioned the view that the shooting incident at a school in Tacloban City was merely an isolated case.
She argued that the incident should be seen as a clear reflection of the community’s failure to provide a safe environment for students.
Panguban emphasized that adults have a major responsibility to guide and protect children from harm.
She urged society to take the matter seriously to prevent similar incidents from happening again.
