Presenting Vice President Sara Duterte’s Chief Security Officer, Col. Raymund Dante Lachica, as a witness in the impeachment trial carries tactical risks for both the prosecution and defense, according to legal expert Atty. Samson So Tan.

Tan noted that calling a witness without pre-cleared testimony creates unpredictability in judicial proceedings.

He advised that unless the prosecution can verify the scope of the testimony, introducing the witness could undermine their case.

Conversely, if the defense presents Lachica to substantiate intelligence operations within executive sessions, it may draw public scrutiny regarding transparency.
