United People’s Initiative President Atty. Virgilio Reyes Garcia asserted that legislative augmentations to the national budget from 2024 to 2026 violate constitutional limits on congressional authority.
Garcia argued that lawmakers exceeded statutory power by increasing the overall budget ceiling submitted by the Executive branch rather than restricting legislative action to expenditure reductions.
He expressed hope that the Supreme Court will formally rule on the legality of unauthorized congressional budget increases.
