CAGAYAN DE ORO CITY — The Land Transportation Franchising and Regulatory Board 10 (LTFRB RFRO-10) has granted and issued Provisional Authority (PA) to the 60 units of the Bugo Taxi Operators and Drivers Incorporated (BUTODI), a corporation that applied for extension of validity with substitution of units and consolidation of cases of its Certificate of Public Convenience under MC 2018-010 filed on JULY 10, 2019.
The PA authorizes BUTODI, which transformed from an association into a corporation, to operate Taxi Aircon Service for the transportation of passengers on the line covering Cagayan de Oro City to any point in Region 10 accessible to motor vehicle traffic and vice versa, under the Public Utility Vehicle Modernization Program (PUVMP).
The PA is valid from Nov. 23, 2019 until June 30, 2020, within which all of BUTODI’s units must comply with the Omnibus Franchising Guidelines (OFG) set under LTFRB Memorandum Circular 2017-011, Board’s Memorandum Circular 2018-008 and Consolidation of Franchise Holders in compliance with Department Order No. 2017-011 and the PUVMP.
Under the PUV Modernization Program, all public utility vehicles, including taxi cabs, must be equipped with dashboard cam/cctv, free wifi, Global Positioning System (GPS), Automatic Fare Collection System (AFCS), speed limiter, and lay over/garage, and, for taxi cabs, ride-hailing app with company provider authorized by LTFRB in their respective regions.
BUTODI President Arnold Cubero presented over the weekend the 60 taxi units to LTFRB RFRO-10 Regional Director Aminoden Guro, who in turn acknowledged and issued the PA in a simple ceremony, at the Pueblo de Oro Park, Upper Carmen, this city.
Director Guro said the PA for BUTODI is part of the PUV Modernization Program and will partly address the issue on colorum vehicles, resulting from the moratorium of franchise issuance, which was lifted by MC 2019-014 that allowed Cagayan de Oro City an additional 250 taxi units.(Ordoñez)
